Shadow banned from review appeals?

Hi all,

Has anyone seen this error message when managing an appeal for a certain account?

For context, someone from our team have been appealing reviews. Then one day he was blocked from doing so with this error. Both the agency and his work email are getting this error message for any business profile. On the other hand, I can appeal for the same business profile.

We think the agency and his work email was shadow banned from appealing. Is that even a thing? Anything I can do here or my only option is to ask the GBP forum?

It’s an issue on Google’s end. The tool breaks from time to time. I have never heard of anybody being shadow banned for flagging and reporting reviews.
