Spam Listings In The Local Pack - How To Fight Repeat Spam Listings?

I have been dealing with these Spam Listings for ever, business with GEO KW at the end constantly spamming local listings and creating multiple issues for clients. Some of these listings have incorrect number and are only lead gens. Is there anyway we can report and remove them permanently? Some that I reported previously re appear on the map. Some started to post 100s of reviews to resist the suspension. Please help
