@joshejdjdjdjdndn - Yes, waiting up to 2 weeks is sometimes all it takes. Every day or two, search for your Business Profile by name. (Or name + city, as described in Find your business on Google.)
If a business is located outside of city limits, the Business Profile won’t rank well for queries containing the city name. (Examples here: https://www.sterlingsky.ca/physical-vs-mailing-address/)

@Dennis - I suspect that the profile is an SAB, right? That would explain why there's no link to claim the business.
If it is an SAB, check out this method for claiming a service area business listing.
Sometimes, a screenshot of the full Google search results page is really helpful. I use full-page screenshots for:
Seeing both the local pack and organic results at the same time
Visualizing all the features on the page, such as AIO, LSA, PAA, local pack, videos, etc.

Appeal
RE-Appeal
Escalation in the community forum
You should try option 3.
@luischavez0104 - No! Google support either 1.) didn't answer the question or 2.) said that it would just take time for their systems to crawl the site, recognize the booking page, and enable the "Book now" button automatically. I don't think that's true.
@GrizPrime - Here's an example of what @JS Girard mentions. Note how this SAB has 3 service areas far enough apart that the GBP map zooms out and shows all 3 individually, instead of merging them into a single polygon.
If your client has a service area in TX, it might explain the map. Although...
Maybe the support team from that third-party service can help? After all, it's their product that should be sending data back to GBP once a booking completes!
@mrmhendrix - Are your booking links pointing to the business's own website or to a third-party service?
Google's support documentation says that you'll only get data here if you're set up with a provider and not links to your own site (i.e. custom links).

Rankings are not only about review count. (Or review rating. Or even review velocity.) Yes, reviews are important, but there are many other ranking factors.

@Shahid Anwar - Google blocking category changes is pretty new. I haven't actually worked on one of these cases, but saw a tweet showing that users can appeal Google's rejection in the appeals tool. (h/t @Syed Amir)
