Here's my scenario:
Current GBP = SAB at a residential address
I'm planning on renting an office. I want to have a GBP with this new office address displayed as a physical location.

I understand that when moving an SAB to a new location, and continuing to keep it as an SAB, it's best practice to create a new listing. But how about when you move an SAB to a new storefront address with the intent of making it a physical location? Is it best to just update the address on the current GBP and then opt to display the new address? Or is a new listing still the best idea for this case?

Unless the new address crosses area lines (e.g. it's outside the Google limits of your primary targeted area), you can indeed just apply an address to the SAB. Otherwise I'd try to keep the SAB and create a separate one for the visible address (a SAB and physical address cannot be auto merged by google, but I dunno if that can run into trouble during live validation)
 
@kirandeck - You can add the address to the existing SAB. The profile will rank around the new location as you expect.

You'll have to re-verify.

What I recommend to clients: Update your GBP last. Update everything else first. Get the new address on your website, Facebook Page, Yelp listing, BBB, etc.

If there's an LLC or DBA showing the home address, update it to the new address. Similarly, if there's a publicly listed license (which will depend on the state and the industry) update the address there too. (You'll want that if you get suspended!)
 
To move, you need to have permanent signage. Updating your citations will have no impact on successfully updating the address. It is good in practice. Two weeks ago, I moved a GBP, and Google required a video verification. The client completed the video verification, and the address went into pending review. I contacted support to update the address, and when support updated the address, Google made us complete the video verification process again. Google will not check the citations or the website. If you do get suspended, you will need all of your documents updated with the new address.
