When our client clicks on the link from his phone or laptop to verify his listing, he is taken to a qr code. He scans it and comes back to the screen to click Verify.

We checked that he is logged in with the correct account.

We added a 2nd email address to the listing and tried to verify with that address. Same result.

When I click on the link to Verify, it works.

I am in a different city so can't just pop over to help him.

Any suggestions?
 
Have you tried to contact Google using this form for verification issues? This form is specifically for verification issues, and will be sent to a team that specializes in verification, so they should be able to help or set you up with a live video verification.
