We have a new client that just shared access to their GMB listings. However, they have a separate location group for every US state which as you know makes things more difficult to manage.

Can we create a location group on our end that's consolidated with all of the listings so it's easier for us to bulk manage, without changing how the client uses the location groups currently?

If you create your own location group, you'd have to get the client to add it to each listing individually. According to this help center article you can't nest location groups:

"A location group/business account can’t act as a manager of other location groups/business accounts"
