Google my Business Tagline

I noticed that some GMB pages have a tagline in the new Google+ layout. Is this because the GMB was formally a Google+ page? Is there any way of getting a tagline?

As I mentioned in the post Scott Davis shared an image with me in January and said he thinks the option to add/change a tagline is available in the mobile browser.

But Joy and Colan say it's due to the way the page was created and is only available on brand pages.
