How do you become eligible for the Request a Quote button

I have come across a competitor with a REQUEST A QUOTE button. Google support states you are only automatically eligible by "category, language and region". If My business matches the competitor in all these areas, how does this option not populate? I have tried changing the category and then changing it back. Has anyone had this issue?

Do you have messaging enabled?

Yup - I think if you turn on messaging and configure it you will see the request a quote button.
