How to add Alternative Tags to Icons

So I'm currently discussing with a colleague whether or not it is possible to add alt tags to .svg icons.

From my research, any image can have an alt tag, but I'm not sure how to even go about doing this, Is it possible to give Icons Alt Texts?

Typically alt image tags are coded in the website. How are you trying to edit and add alt tags?
