Is Google Really Calling a Business?

Hello,
We recently had a client of ours that has received two calls from a company that shows on their caller ID as Encover, Inc. The calling keeps claiming they are from Google and would like to confirm the business address. The business owner declined both times, since in the past Google would never cold call a business directly. Do you think that these calls were Google and if so, are they now going to be contacting businesses directly about their GMB listings in the future?
