I run a mobile locksmith business in Pennsylvania. My Local Services Ad was serving normally through August 28, but the report for August 29–September 15 shows zero impressions, zero leads, and zero spend.

The LSA dashboard shows the ad as on and the account as “Verified / Live” with verification 100% complete. At the same time, it displays “Finish requirements — Your ad won’t appear.” Google Ads Policy Manager shows no policy issues, and I found no failed payment. My Google Business Profile is verified and publicly visible.

I also noticed that the LSA profile-linking card displayed my business as “Closed” during business hours, while the public Business Profile displayed “Open.” I don’t know whether that discrepancy affects ad serving.

Google support has an open technical escalation but has not identified the cause. Has anyone encountered this combination of a Verified/Live status, a “Finish requirements” warning, and exactly zero impressions? What specific status or serving checks should I ask the LSA technical team to perform? I’m trying to avoid changing verification or linked-profile settings while they investigate.

I would think the hours discrepancy is impacting ads, confirm your hours are correct in GBP/LSA.
  1. Has anyone encountered this combination of a Verified/Live status, a “Finish requirements” warning, and exactly zero impressions?
    1. Where are you seeing the warning? Not in the Policy Manager you mentioned - have you checked the Google Ads UI (like the PPC dashboard) for verification issues there? (these are different than the LSA business/professional verification reqs)
    2. Also, as a locksmith, you might need to do the Advanced Verification (requirements) - I would think this is the most likely issue without seeing/knowing anything about your account.
  2. What specific status or serving checks should I ask the LSA technical team to perform?
    1. You can ask them to confirm your account is in good standing, and ads are eligible to run...beyond that, you could ask if the budget is constrained, if responsiveness tanked after Aug 28, how competitive the market is...etc. I don't know if they'll supply the info, or if it's worth a grain of salt, but worth a try)

Also, I don't know if it's related to your issues, but, Google rolled out an update recently that the following details will now be sourced directly from your verified GBP and automatically synced to your LSA:
  • Business name
  • Business address
  • Location type (for example, if there is a physical location customers can visit)
This is in addition to the pending platform migration to Google Ads UI (onging into 2027), and the :20 call threshold update coming Oct. 1.

Lots of updates and policy-flag emails have come out of the empire in the past month or so.

Thanks for taking a look, Chris. I want to clarify what I’ve already checked and what remains unexplained.

The change was abrupt. My LSA report recorded 4,428 impressions and 67 charged leads before delivery stopped after August 28. The daily report I checked for August 29–September 15 shows zero impressions, zero leads, and zero spend each day. I also received a Google email on August 29 saying my Local Services ad had stopped running. Google support has an open technical escalation, but I have not received a diagnosis or a specific next step.

Hours and the “Closed” discrepancy: My GBP and LSA hours are both set to 6:00 a.m.–11:30 p.m. every day, and the LSA ad is switched on. What concerned me was that the LSA profile-linking card showed my business as “Closed” during those hours while the public GBP showed it as “Open.” I don’t know whether that card reflects actual ad eligibility, but the configured hours themselves match.

The “Finish requirements” warning: I see it in the LSA interface, where it says my ad won’t appear until I complete the next steps. On another LSA screen, verification is 100% complete, the visible checks are marked complete or passed, and the ad is described as “Verified / Live.” Clicking “Fix it” takes me to the billing/payment-threshold area. I found no amount due or failed payment, and Google Ads Policy Manager shows no policy issues.

Advanced Verification: I completed the requested locksmith Advanced Verification process and submitted the supporting documents. The ad subsequently became active and generated impressions and leads through August 28. In September, the Business Registration detail briefly said it was processing; it later changed to “Verification passed,” but impressions remained at zero. I can only confirm what the account screens show—I cannot see whether a separate restriction exists internally.

The weekly LSA budget is $500, bidding is Automated/Maximize Leads, and service areas and job types are configured. I found no corresponding account change around the time impressions stopped. I have avoided changing GBP linking, verification, hours, service areas, budget, or bidding while the technical escalation is open.

You asked about verification in the main Google Ads interface: which exact page and status should I look at to check for an advertiser-verification or account restriction separate from LSA verification? Based on these facts, does a sustained drop from thousands of impressions to exactly zero look like ordinary ranking or competition variation to you, or is there a specific serving/eligibility check you would ask Google’s technical team to perform?

I can attach redacted screenshots of the daily report, the conflicting verification messages, the “Fix it” destination, and the GBP/LSA “Open” versus “Closed” discrepancy if that would help.

Which exact page and status should I look at to check for an advertiser-verification or account restriction separate from LSA verification?
  • Login to the Google Ads UI > hover over the Admin gear icon > click Policy/Account tab > check to see if you see any notifications or requirements on that page.

  • No, it does not sound like ordinary ranking or competition variation to me. I would share those "fix it" screenshots with LSA support if there are no action items when you check the Account Verification page in the Ads UI (above).
  • If you've sent previous support requests - or the technical escalation ticket opened from the August 29 email saying your Local Services ad had stopped running - use that case ID, or respond in the same thread. Try not to send multiple requests for the same issue; it'll only delay the process and frustrate you more.

Thanks, Chris. I checked the Google Ads account-level pages during a detailed audit of this same account. The account status was Active. Policy Summary showed three account items: EU political ads status, funding-source confirmation, and recommended organization details for advertiser verification. The same area said, “You don’t have any ad issues.” I did not see an explicit notice there saying the account or LSA was blocked, and I have not started or changed any of those verification items. I cannot tell from the interface whether one of them affects LSA serving internally.

The delivery change was abrupt: the LSA report recorded 4,428 impressions and 67 charged leads before delivery stopped after August 28. The daily report I checked for August 29–September 15 showed zero impressions, zero leads, and zero spend each day. Google also emailed me on August 29 that my Local Services ad had stopped running and referred to a possible data mismatch with the linked Business Profile.

Here is what the audit found:

  • LSA Business Verification says Verified, 100% complete, and that the ad is live. All visible requirements are Complete or Passed, including business registration and the representative and identity checks. I previously completed the locksmith Advanced Verification process, and the ad ran and generated leads afterward. A Business Registration detail briefly showed “processing” in September, but later changed to “Verification passed”; delivery did not resume.
  • Elsewhere, LSA still says, “Finish requirements — Your ad won’t appear on Google until you complete the next steps.” When I followed that warning during the audit, I reached the verification page without a visible unfinished requirement. A separate “Payment threshold updated” notice links to billing; it says the threshold changed automatically, not that a payment failed.
  • My LSA ad is switched on. Both LSA and GBP hours are 6:00 a.m.–11:30 p.m. daily. During those hours, the LSA profile-linking card showed “Closed” while the public GBP showed “Open.” I cannot tell whether that reflects serving eligibility or only a display/sync issue.
  • The weekly LSA budget is $500 with Automated/Maximize Leads bidding. Job types and service areas are configured. Policy Manager shows no violations. Google Ads Billing shows a $0 balance and a September 1 payment; I see no declined payment. I cannot independently rule out a hidden payment-method or serving hold.
I have already sent the zero-impression report, the conflicting status screens, and the “Fix it” evidence to Google Support. The existing technical escalation is 2-4788000041853. For nearly four weeks, I have received variations of “the investigation is ongoing,” but no diagnosis, identified blocking requirement, concrete next step, or date for a substantive update. Is that length of time without those details typical for an LSA escalation? Is there a more precise question I should put to the team handling this existing case—particularly about account eligibility, GBP synchronization, or a payment-method-level hold that may not appear in Billing?

I have kept the account settings unchanged while they investigate. Given the linked-profile “Closed” discrepancy, would you recommend unlinking and relinking GBP now, or waiting until Google identifies whether the link is actually faulty? Also, if I launch a separate standard Google Search campaign for the same locksmith business to generate leads in the meantime, do you know of any reason that could interfere with the existing LSA investigation or trigger a separate Advanced Verification review?

I appreciate your guidance. I’m trying to make a decision based on a specific finding, rather than change the account at random.
