I've stumbled across a Google Premier Partner agency that's running a mature fake review network.
A very large percentage of the agency's own ratings/reviews come from Google accounts that exclusively review the agency itself and the agency's clients.
I could submit all my evidence (there's a ton of it) via the third-party report form but I feel like this case probably deserves a little more attention due to the agency's status and relationship to Google (This particular Premier Partner agency even hosts large full day workshops at Google's Toronto HQ where Google staff themselves are speakers.)
At the same time I also don't want to burn any bridges in the community by calling them out loudly/publicly.
Any advice or thoughts?
