small mystery. . .

I have a client with a google my business profile, and I asked him to give me access. He logged in to his account, and he said there wasn't an option:

this is what he got- any ideas? I feel I'm missing something obvious

It doesn't look like he is in the correct place to add a manager. If he selects "pages" from the drop down menu on the left, he should be able to select the desired page and then get into the settings and add a manager.
