#1 local and #4 organic all day long - IF that's your service area.

In organic search, #4 local (maps) wouldn't normally show unless they click into the "More Businesses" button.

Oh man that's a hard question. Assuming they rank just as far away - local. But usually they don't, so in that case I would go with #1 organic.
