GBP "Offer" Posts option not available for Apartment Complex category?

We're stumped here GBP Offer-Post-wise for our client that uses both the Apartment Building/Apartment Complex categories.
We do not see the "Offer" posts option available for verified listings using the Primary GBP category of Apartment Complex. See the same using the GBP management page and also going directly through the Knowledge Panel.
Yet, we have one duplicate and one unclaimed listing (working on those!) that use the Primary GBP category of Apartment Building and "Offer" Posts are available(?!).These listings have yet to Post, so maybe that's a factor?
Is the "Offer" Posts option category-dependent?
Is the "Offer" Posts option only available for businesses that haven't posted yet?
If we don't see the "Offer" Posts option, is that something we need to contact Support about? Thank you in advance!
