Going in Circles Claiming a Listing

Is anyone else going in Circles with Google on claiming lately? We repeatedly get the message, "If the owner does not respond within 5 days, you will have access to the listing..." but nothing happens!! We are never granted access even tho the client's GBP Manager has 15 additional listing with the same name!!

The listing is connected to an email address that no longer exists. The phones are VOIP and do not ring to verify.

We are checking the phone logs to try to find a phone number and approve it, in hopes that we can get the phone to ring.

There is no offer to send a postcard to verify.

We tried to contact support but they say we are not associated with the business so will not provide support. We gave them a contact within the business to verify our affiliation and they did not even attempt to verify.

We are literally going in circles and Google's own pics of the business show it belong to this business.

You need to contact them with an email that is a manager or owner on the profile. Was that not the case?
