Google Not showing more than 12 listings in some categories?

We have noticed across multiple industries that Google is showing an error when you try to look at listings lower than 10th position.

E.g search 'hairdresser in Melbourne' the SERP shows the top 3 local listings, when you click 'more businesses' you get aken to the places tab, where google shows some sponsored listings, 10 more free listings but when you click to go to page 2, (the second o in Goooooooooooogle) then it states there are no more.
If you access the same page on the maps tab (clicking to maps instead of 'more businesses') you can see the rest of the listings as normal.

This has been for about a week now.

I am seeing the same thing. I notice the page numbers are missing. It doesn't seem to be negatively impacting the ranking tools. I have checked two and I am getting over 10 results.
