Where I can report a scummy company trying to charge money for GMBs?

This is quite new ..

I got entire conversation recorded since I'm using Twilio, I'm wondering if Google has some kind of reward system?

That would be the "best" form for a case like this. If this is a large enough network I can share it with Google but I can't guarantee they will take any action on it.
