When visiting a help article in the help center on Google Business Profile, we have a notice at the top that says "Access to your business profile for *email* has been suspended because it doesn't follow the guidelines. Edit your business info, and learn how to regain access." Does this mean that a location in our account is suspended or does it have to do with the whole account?

We've reviewed our whole account and don't have any suspended or disabled listings. We had about 10-15 closed locations that were disabled and we removed them hoping that this would remove the notice but it didn't. We also never received an email that a listing is suspended or disabled, or that there is an issue with our account. I believe this typically happens if Google has taken action.

The notice also has a button to take action. We can't do anything because we don't know which business profile has an issue. Does anyone have any insight as to why we are receiving this notification or how to proceed? Thank you!

Solution
Could it perhaps be an account restriction that has not affected your business profile(s)? You can use this link when signed in to the email account to check.

You can also access the appeals tool when signed in to that email and see if it brings up any profiles that are eligible to be appealed.

May have been a fluke email? If you send a screenshot of the email, that could help me provide a better answer.

I just noticed the same thing with one of ours. I made a minor description edit (to fix a typo) and it won't be accepted -- when I clicked a "learn more" notice I get the same "your account is restricted..." message but no email or anything. None of the edits I made have been accepted so far. And when I check for suspension or to make an appeal there's nothing for me to appeal. Even checking @ElizabethRule ' s service restriction link shows "Access to your Google Account isn't restricted." — so do I just chalk this up to a glitch right now?

We are having the same issue, and when we try to submit a support request for it, it doesn't let me. It keeps saying I need to fix an above field, but everything is filled out.
Any insight on how to fix this would be helpful! Hoping this is just a mass glitch

I'm having the same issue as the OP, for my own business (not a client's). But I can access my GBP and I followed the directions posted above by @ElizabethRule, and can see no issues. Makes me a bit skittish about doing any client edits right now! I only see the notice on a Help page and never received an email about it. When I click "Take Action" I see "No Info Found. The tool has no moderated content to appeal." Screenshot below.

Okay, I think I found it. I had to go into Update your browser to manage your Business Profile - Google Business Profile Help and click to view (not edit) each location. One was an old unverified listing that was a home address for a former client who had another GBP for his actual business. When I view it, I see "Your access has been disabled because this profile doesn’t follow the guidelines." I was able to mark it as permanently closed but cannot delete it from my GBP Manager. But I have been able to publish edits to my own listing and to those of clients, so apparently I'm only suspended for this one.

What do you mean you can't delete your access?? That doesn't make any sense. Sure google has made it somewhat counterintuitive, but you can ALWAYS remove a GBP from your own account.

Can't do it from the profile either. There are no other users. At this point, I'm convinced it only applies to that listing, so I'm not too concerned. Also, I'm not sweating it because retirement is right around the corner. Can't wait; I'm so sick of dealing with Google!

Myself and a colleague have the same message. There isn't a suspended listing in our Manager account, so I'll work through any listings that are disabled and/or permanently closed.
