Encourage google to move the map pack higher?

Is there any signals that one could theoretically generate that would encourage google to shift the map pack up? for example lets say there is 5 organic results and then a map pack. Is there something I could do that would make google push the map pack up the page above the organic results?

Unfortunately not. Google's seemingly random placement of the map pack from the top to the middle, bottom, or complete removal of the map pack (often dependent on the search phrase and keywords used) does not at this time seem to have any documented cause/effect. This has been going on now for quite awhile:

I was looking into ranking drops in BrightLocal and I discovered several keyword queries where Google moved the map pack farther down the page.
