Congratulations Google! .... you appear to be accomplishing the objective.
A large portion of users seem to be clicking on ppc ads, far more than the ~10%-ish that has been reported in the past.
Also, people seem to not know that adwords ads are actually ads.

The study shows that "81% of web users clicked on Google Adwords instead of general results".
Now that number seems a little high and the sample size of 100 users was very small, but I can certainly say in my current experience in running a lot of client local PPC campaigns that ppc leads seem to be increasing substantially in the past year.
Clicks continue to be pushed towards PPC, clearly. More examples of real estate granted to ppc here:
